Hello Andre,
The wingletdesign was developed by a friend as his diploma thesis at the DLR. Sadly he went to Australia... Together with another friend, my girl and me built moulds and attached these winglets to the both ASW15 and one ASW19. They were certified as single piece changes. Due to the fact that we have the moulds, we can build more winglets. But with the installation of the new EASA authority, single piece changes are no longer possible. We are on a general certification, but it is a long way, where the manufacturer and a certified workshop have to be integrated. And they all have enough problems with the EASA certification, so that i don´t expect any progress in the next few years.
From a scientific view, the L/D is not significant changed in the first order approximation, because winglets increase the drag, while they increase the lift. But they improve the handling of elder gliders strongly, because elder gliders were developed for maximum perfomance with no respect to the handling (see ASW12 without airbrakes and so on). So you just fly longer without getting tired....
